Once you've made your initial craft, you'll need at least one more Fugitive Head, along with 1,000 Restless Rot and 50,000 Gem Fragments, to continue. Another critical factor is the game's difficulty level. Fugitive Heads have an extremely low spawn rate on difficulties below Torment.
