Specifically, the quest is located in Breezy Meadow, south of Florawish. Travel to the Meadow Wharf Warp Spire near the eastern coast. From there, navigate to the location indicated on the in-game map. You'll find Viliak near the Meadow Wharf, facing the water. Interact with her to initiate the quest.
