Like Mr. Lucky Dice and Tycoon Trust tokens, the Caboose is obtained by opening treasure chests within the Bank of Monopoly. Currently, it's exclusive to this location. How To Reach The Bank of Monopoly in Monopoly GO

Access to the Bank of Monopoly is granted after completing ten game boards. As you progress, building landmarks on various boards, you steadily approach the next Bank of Monopoly level. Upon completing ten boards, the Bank becomes accessible.
